Here is the list of the top 10 Philippine universities which made it to the first edition of the 2023 Webometrics, the largest academic ranking of the world’s higher education institutions (HEIs) which measures open access to knowledge generated by the universities.
The January edition of the biannual ranking of universities’ quantity and quality of web contents ranked the University of the Philippines Diliman, De La Salle University Manila, Ateneo de Manila University, University of Santo Tomas, University of San Carlos, Mindanao State University Iligan Institute of Technology, Mapua Institute of Technology, Visayas State University, Mindanao State University Marawi City, and Central Mindanao University as the top ten leaders of the 365 Philippine universities included in the ranking of 31,000 HEIs from 200 countries.
UP Diliman ranked first in the Philippines, with 949th world rank, the only local university to break into the world’s top 1,000.

The Philippine universities were ranked on the Webometrics Ranking produced by the Cybermetrics Lab, a non-profit research group of the Spanish National Research Council (CSIC) using reliable open data sources to measure the following indicators of web presence:
- 50% VISIBILITY (or IMPACT) – Web contents Impact measured by the number of external networks (subnets) linking to the institution’s webpages
- 40% EXCELLENCE (or SCHOLAR) – Top cited papers measured by the number of papers amongst the top 10% most cited in each one of all 27 disciplines of the full database
- 10% TRANSPARENCY (or OPENNESS) – Top cited researchers with the number of citations from the Top 310 authors (excluding the top 30 outliers)
The Cybermetrics Lab in Spain says the ranking aims to promote the publication of web content among educational institutions and support open access initiatives, electronic access to scientific publications, and other academic material.
UP Diliman and DLSU Manila previously topped the Webometrics ranking for the best quality online content, web presence, and impact.
The University of the Philippines became the first university in Asia to offer public access with its open portal on Taal Volcano data following the eruption in January 2020.
In 2021, Ateneo’s PhiGO site provided open data to help avert the water crisis in Iloilo and Pampanga provinces.
